New SNA modules for self-employed (zzp) services

The demand for reliable collaborations with self-employed professionals continues to grow. Many companies want to work with freelancers (zzp’ers), but also want to be sure that everything is properly arranged.
That is why the Stichting Normering Arbeid (SNA) is introducing two new additional modules within the SNA quality mark: Mediation and Intermediation.
These modules were developed in cooperation with NBBU, ABU and Bovib, which means they are supported throughout the entire sector.

Why this expansion?

Intermediaries who work with self-employed professionals play an important role between the client and the freelancer.

With the new modules, SNA aims to:

  • reduce risks for clients
  • create more transparency
  • and ensure professional collaborations

Companies that obtain these modules demonstrate that they work carefully, safely, and according to clear rules.

Important: these modules are not about determining whether a self-employed worker (zzp’er) is or is not an employee. They purely concern how intermediaries collaborate responsibly.

What exactly is changing?

Stricter control measures

The new requirements focus mainly on monitoring and safeguarding processes, so that there are fewer risks related to payments, administration, and agreements within zzp mediation and intermediation.

More transparency & professionalism

Companies that receive the quality mark must be able to demonstrate that they:

  • communicate clearly
  • handle data and agreements carefully
  • and mediate professionally

This helps clients choose a partner who works reliably and professionally within the self-employed (zzp) market.

When does this take effect?

🗓️ From 1 January 2026, the new modules will be included in the SNA inspections.
📌 You can already register from the beginning of December 2025.
For organizations that already have an SNA quality mark, a transitional arrangement will be introduced.
