Companies that hire temporary staff will have to deal with new rules in the coming years. The Wtta (Act on the Admission of Temporary Employment Agencies) will play an important role from 2027 onwards.

But what does the Wtta mean for employers who work with a temporary employment agency? What should you, as a hirer, pay attention to? And what can you already do now to be well prepared? In this article, we explain it in a practical way. What is the Wtta?

The Wtta stands for the Act on the Admission of Temporary Employment Agencies.

This law introduces an admission system for companies that make workers available to other organisations. This includes temporary employment agencies and other companies that provide staff to other organisations.

The aim is to provide greater clarity and control over companies that make workers available.

The Wtta will come into effect on 1 January 2027. From 1 January 2028, the Dutch Labour Inspectorate will enforce the admission requirement.

For employers who hire staff, it is therefore advisable to start reviewing the temporary employment agencies they work with now.

What does the Wtta mean for employers?

The new law does not only affect temporary employment agencies. Employers who hire staff will also be affected.

From 1 January 2028, hirers will only be allowed to work with providers that have been admitted to the temporary employment market.

This means that it is not enough to look only at staff availability or the hourly rate. The organisation behind the staff will also become important.

For example, if you regularly work with a temporary employment agency for your warehouse, distribution centre or other logistics activities, it is advisable to check in good time how the agency is preparing for the Wtta.

What should you check as a hirer?

Do you work with one or more temporary employment agencies? Then it is a good idea to check now whether everything is in order. With a few simple steps, you can quickly gain insight into your current temporary employment partners and see where further action is needed.

Make an overview of your temporary employment agencies

Which temporary employment agencies or other labour providers do you currently work with?

Create a simple overview of all the organisations from which you hire staff. This will give you a clear picture of which organisations you need to take into account.

Check the registration

Check whether the labour provider is correctly registered.

The current Waadi registration will also remain important. As a hirer, you should:

check whether a labour provider is correctly registered in the Trade Register. From 2028, this will be supplemented by checking whether the provider has been admitted under the Wtta. Do you have any doubts about a temporary employment agency? Ask how they are preparing for the new law.

Ask your temporary employment agency about the Wtta.

You do not need to know all the rules that apply to a temporary employment agency yourself.

For example, you can ask your temporary employment partner:

  • How are you preparing for the Wtta? When will you apply for admission? What steps have you already taken? Will our cooperation continue as usual after the Wtta comes into effect?

A professional temporary employment agency should be able to provide you with clear information about this.

Keep your records up to date

Make sure you can keep track of which labour provider you work with and what agreements you have made.

This is not only useful for the Wtta. Good record-keeping also makes it easier to monitor your staff hiring.

When does the Wtta come into effect?

The key dates for employers are:

1 January 2027 The Wtta comes into effect.

2027 Labour providers can apply for admission and applications will be assessed.

1 January 2028 The Dutch Labour Inspectorate starts enforcing the admission requirement.

For employers, this means that 2027 is an important year for preparation.

For employers, 1 January 2028 is particularly important. From this date, companies may only hire staff through labour providers that have been officially admitted.

What can you do as an employer already?

You do not have to wait until 2027 or 2028.

A few simple steps can already help:

Make a list of your temporary employment partners.
This will give you a clear overview of which companies you hire staff from.

Check their current registration.
Make sure the details are correct and ask for clarification if you have any doubts.

Discuss the Wtta with your temporary employment agency.
Ask how they are preparing and when they expect to apply for admission.

Check your records.
Make sure agreements and details of your temporary employment partners are easy to find.

Plan another check in good time.
